A replacement rate divides retirement income by a specified pre-retirement income measure. The numerator and denominator must use compatible gross or net concepts, dates, and populations. Germany's official Rentenniveau (pension level) is a standardized system indicator based on a model pension after 45 average-earning years; it is not an individual's personal replacement rate [1].

Define the ratio before using it

replacement rate = retirement income ÷ pre-retirement income

A rate can compare gross pension with gross pre-retirement income, net pension with net pre-retirement income, or household retirement income with a defined household pre-retirement income base. Those answers are not interchangeable.

Worked personal example

A worker expects €1,500 monthly net statutory pension and €300 net occupational pension. Their chosen comparison base is €3,000 monthly net pre-retirement income.

(€1,500 + €300) ÷ €3,000 = 60%

The 60% is a personal, net, two-pillar replacement rate under those assumptions. It says nothing by itself about whether €1,800 covers retirement spending.

Germany's 48% indicator

Germany's Sicherungsniveau vor Steuern compares a standardized pension after 45 years of average earnings with standardized average earnings, after social contributions but before tax. The legal floor is 48% through 1 July 2031 under rules in force in 2026 [1].

It does not mean every pensioner receives 48% of their final salary. Short German careers, above-average pay, part-time work, gaps, claiming adjustments, and foreign periods all change personal outcomes.

The final question leads to a spending-coverage ratio and a euro retirement-income gap. It is not itself a replacement rate.
